Dr. Unique Morris-Hughes is Director and the District’s State Labor Secretary. She leads $1.2B in programs and is modernizing core labor systems using GovTech, cloud migration, automation —replacing a 47-year-old unemployment insurance system and advancing digital paid leave, workers’ compensation, and youth employment platforms. She holds a Ph.D. (UMES), MBA (Trinity), and BA (Johnson C. Smith).
